Payton made his entrance into the world on December 29, 19,63 in San Mateo, California and was born to his parents Thomas and Jeanne Payton. He attended Naperville Central High School and participated actively in high sports playing football as a quarterback. He received a scholarship invitation to Eastern Illinois University to play college football.

After college, Payton was not drafted by the NFL in the 1987 Draft and so played for the Kansas City Chiefs on trial (which lasted just one day) as an undrafted rookie in 1987. He soon kicked off his career, playing as quarterback for the Chicago Bears, before moving to Canada and playing in the Canadian Football League for the Ottawa Rough Riders.
